What can we do as a childcare center?

As a center we are at our wits end trying to accommodate a child who after 4 month is our care is just starting therapy. I do not think the parent is fully on board (or accepted) that their child needs help. We have done everything we can but also have 8 other children in a classroom that need attention and care.
The child is hitting, choking and still not potty trained. (51 months) WE want to help this family but feel we cannot provide what is needed for this child. HELP!!!
