Taking off clothes

Hi, we have a 3 year old girl with obvious developmental delays. She continually takes off her clothes at nap time. It doesn't matter what kind of clothes. She also takes off clothes when she is wet as well (she isn't potty trained yet)? Do you have any suggestions??
