Son has issue writing because he can't handle the feel of paper?

I have a 12 year old healthy, normal son currently in 7th grade. He was an "A" student up till the start of his 6th grade year when his grades started to suffer. He told my wife he doesn't like writing because he can't handle the feel of paper. He has horrible penmanship due to hovering his hand while writing. I pretty much thought this was bs until his conference was tonight and he has told his teacher the same thing. I believe him now, but am unsure of how to handle this. Has anyone ever heard of this or have a possible resolution?
