CPSE concerns

My 4 year old has just been evaluated by our district. The Occupational therapist, Speech therapist, psychologist, and I all agree he definitely has SPD. I have dealt with my district with a friend, and they were difficult. I am afraid they will deny a special education preschool because he is not currently enrolled in a preschool.
Should I go to a neurologist for a diagnosis (do they diagnose spd?) before our CPSE? I also had asked for a SIPT trained therapist for his OT evaluation, and learned that she is not. Thank you for your help. Vickie
