66 yr old female with extremely odd behavior

She just began living here may 22, 2012 placed in my home by a state run organization. she is my only client. here is what she does and i have already told my supervisor of this behavior and i have told her general practitioner still waiting for some positive answers from both.
she watches tv in my only nice navy leather blue recliner... she sits in it at least 10 -14 hours a day sideways not the normal way she hangs her legs over one arm of the recliner.She is 5"1 and weighs 180 pounds. I dislike that
chair sitting way very much and when she wants to get out of the recliner she leans forward tipping the chair on its two right legs and she manages to get out of it. I tell her over and over don't do that that chair cost a lot of money.She laughs out loud only hahahahahah no other laugh just hahahaha.
She picks her skin, she picks her nose, she chews her fingernails and she chews her toenails she scrapes behind her ears and she scratches her scalp and with all this picking and scraping etc she then looks at her forefinger and she puts it in her mouth and sucks on the tip of the scratching finger or the nose picking finger. These are such gross behaviors. I had no idea
she was this way when i said she could live here. No one knew i guess because the ones i tell, act surprised. She never had kids & when she was 35 she married some guy 33 years older than her. He died. her parents are both dead.
She doesn't like most people, she does like animals and i do have cats & DOGS HERE IN THE HOUSE AND ALSO OUTSIDE.. she knows absolutely nothing about hollywood stars, movies, news, cannot name any former Presidents, not interested in computers, knows nothing of american history, doesn't even know the U.S. Presidents name or the Governor of our state, doesn't know the pets names and calls them oddball names,she cannot remember to get cold water in the refrig instead she will run the cold water faucet a long while... i say get it from the refrig and she acts like its the first time she's heard about it.she gets mad at almost anything and uses it as an excuse to run away she will then walk downtown and when i find her with my car i say get in the car. she continues to keep walking i say get in the car she will laugh so loud it is embarrassing. i told the doctors secretary. she said oh no, we've known her for years. we've never seen that in her... end of story.
