Toddler won't chew fruit and holds food in her mouth

When I give my 2 year old adopted toddler niece fruit like cantaloupe, strawberries, etc. She licks them instead of biting down and chewing them. The only fruit she's ever really chewed and eaten was Watermelon.
When we first got her, she would hold food in her mouth for a long period of time before we'd have to forcibly take it out.
It is worth mentioning that she was a crack baby and for the first year of her life, she was laying down for most of it and not stimulated well like most babies.
She's gotten better at not holding food in her mouth but the licking is still prevalent. And what's worse is she says she's hungry so I give her the fruit and she just licks it, not getting full.
